Kaohsiung Mayor Chen Chi-mai said today that TSMC's Kaohsiung plant has successfully trial-produced 2-nanometer chips and sent a chip to the city government as a commemoration. The regular meeting of the Kaohsiung City Council opened today. Chen Qimai said that since TSMC announced its investment in Kaohsiung, its trial mass production progress has exceeded expectations, and the world's most advanced 2-nanometer process has officially settled in Kaohsiung. In the future, the city government will continue to improve the Semiconductor S Corridor, from advanced equipment and materials to upstream and downstream industrial chains, and promote a stronger industrial ecosystem with Kaohsiung as the core.
In addition, regarding the management of remaining earth and rock, Chen Qimai said that the current earth and rock collection law and regional planning law lack criminal penalties for violations such as excessive excavation and burial, making it difficult to effectively curb illegal activities. He called on the central government to include criminal liability and increase penalties when amending the law.
He said that the city government will continue to promote the revision of relevant autonomy regulations, comprehensively tighten penalties, improve the legal system, and work with prosecutors to implement cross-bureau joint inspections to impose the most severe penalties on any violations that undermine homeland security and must uncover illegal accomplices.
He also pointed out that when the Autonomous Regulations on the Management of Remaining Earthworks were submitted to the Parliament for deliberation in the past, the penalties related to the installation of GPS on transport vehicles were deleted, resulting in a gap in the system. He hopes that the amendments to the law will be passed as soon as possible in the new session so that the process from the excavation of the construction site, the earthworks field to the final disposal site can be clearly standardized and the management mechanism will be complete.
Regarding the lack of central subsidy funds next year, Zeng Junjie is worried about the impact on municipal promotion. Chen Qimai emphasized that communication should be communicated to the Legislative Yuan and asked Legislative Yuan Han Guoyu to "uphold justice." Chen Qimai said that it is "unreasonable" for Kaohsiung's former mayor and legislative director to reduce Kaohsiung's central financial resources.
